Booking cancellation charges after sale agreement for a new flat

I have booked a almost ready flat at kolkatta .90% flat price already given.occ not given to this project.builder possession letter is legal value to take possession of the flat after registration. And also builder can be charged me to give maintenance charge for this flat without possession.if cancelled booking of this flat due to occ builder can be taken any penalty.
