Booked a plot in Noida. No development till date. What to do?

i got a plot on yumna express way in year 2009alloted by yumna express way on installment .the land has been not given passion as told by auothrty to give in 2015 .and I understand the have no land till now or no development has been done . They have revised circle rate also.without given land . Can they charge interest from the alooties . Now they have suddenly demand rs 400000for the compsation of villagers .since they were having no land how they can do it .please suggest some thing .
