Government per se will not fall under the definition of a consumer under section 2 of Consumer protection Act,1986. Although, the statutory organisations such as ONGC, IOC etc will fall under the aforementioned definition of a consumer.

Yes, government can be under the purview of consumer if the government utilises or enjoyes any prOduct or services as a consumer. At times government had become party and had filed cases against private companies but it always channalises through local venders too.
