Amount not refunded by Builder

After decision by NCRDC how the decision will be executed ? Where we need to file execution petition and what if the court will not be able to force the builder to pay the amount.
Hi first all what was the amount and all what did the builder say and all when did u get the property and all how much amount and all will the person has to pay u can challenge the order in Hc and file. A case against him
