Am i supposed to pay property tax and electricity bill of new property

We have purchased a flat and will be taking its possession this month. we have received the property tax bill for last 2 years, and the builder expects us to pay the same. Firstly we are confused how the property tax got raised despite of the incompletion of the construction work. Secondly, how are liable to pay when while we have not yet taken possession? Same applies to the Electricity bill. The builder has got the meters fitted and is expecting us to pay the past bills. Pls clarify whether these are payable by us ? if not the next course of action to be taken?

your builder fraudulently demanding you for unwanted use. you take action against ur builder for Fraud , cheating
i.e. FIR / criminal complaint against him immediately.
