you can file a consumer complaint. you will need to file it before the district consumer forum. just file a simple complaint with affidavit and supporting documents. there's a court fee to be paid which can be paid through dd or postal order. court fee is as follows: upto 1 lac - 100, upto 5 lacs - 200, upto 10 lacs - 400, upto 20 lacs - 500
