What steps to be taken in case college management is uncooperative

sir, MY friend has cleared all the subjects his bachelors subjects in single attempt but while comes to the project part (where internals and externals with management) ,the management people are continuously failing the my friend even though his work is far better then other college students they are not giving upto the mark of the work intensely they are failing him and saying some things are not there and all. and its 3rd attempt already he crossed two years of his regular study duratiion
