Want to apply for reconsideration of master plan made by municipality

Drafting is done without public opinion of municipality masterplan.is there a chance to get stay for reconsideration of the masterplan.should I go alone or with others.i have already obtained DTCP approval for my layout in 2008 but masterplan is being drafted since 2016 but the team has drafted a a 60ft in my layout.i am losing again in masterplan a part of the landb in a approved layout of mine.i am put to loss twice.is there a chance of removal of 60ft as I have already left 40ft.my layout is the only approved layout in the whole of first of our municipality.
The drafting has to excellent. Also, there is a good chance that we can get a stay order from the Hon'ble high court. It would be better to include others in the petition and explain the hon'ble judge in detail about the loss in masterplan.
