University demanding money for returning original papers what to do

I have registered my Ph.D. in 2009-10 academic year in a Tamil Nadu deemed university and paid an initial fee of 20000 INR. After six months of joining, I availed leave for one year, from Dec 2009 to Dec 2010 on basis of personal constraints and did not get back till 2018 April. I have requested for cancellation of admission in April and I got a letter of same indicating canceled admission. However, while getting certificates back, I am asked to pay eight years due of 1,60,000 INR. I do not think, it is ethical and legal. As per UGC rules, the minimum period of study is 3 years for Ph.D. and maximum period is 6 years, but, I am asked for a due of 8 years, that too after my leaving in six months of admission. When I approached Grievance redressal cell, they did not accept my complaint and said, they only deal with internal issues. What I have to do next? any smooth solving way?Please guide me?
Though you have not given the details of the university, considering a general case on hand do the following.
Give a complaint in the form of representation to the District collector under which the particular college is situated, next mark a copy to UGC, educational secretary to government of your state. They might take action on that or based on the inaction you can approach High court. There are settled cases where certificate should not be withheld by any college or university regarding staffs, as I was conducting one such case. So nothing to worry. Congrats
