Unautorised construction case won in Jr. Court

On my complaint to Nagarpalika, they had issued MRTP to the person who had done un-authorised construction. MRTP notice served was challenged by the opponent in the court and we had intervened the matter as a complainant, Case was decided in Nagarpalika and our favour. Opponent moved to Dist. Court and we managed to win there as well. Now the party has moved the matter to High Court. After this there were several cases filed by the party and me on each other. Now it is mutually decided to withdraw all the cases. But the un-authorised case stated above was filed by Nagarpalika on our complaint. So want to know when all the cases are mutually withdraw which includes this case, will the case already decided in Jr. Court & Dist. Court and challenged by the opponent in the High Court for which Nagarpalika is first party will also be withdrawn. Mutual understanding is only between me and the opponent. Will the High Court drop the case on my consent to withdraw and set the opponent free.

No,
Because that case is not personal interest.Therfore you cannot compound or settle that case by you sole. Because it involved public interest in that complaint.And also Nagarpalika cannot allow to withdraw that case.
