Regarding Elections in our Society

Ours is a 50 member society registered under MCS Act 1960.
We elected a 7 member committee in the year April 2012 as per the then rules of election. It had 2 women and 5 men. The 2 women became the chairperson and secretary. In the course the rest of the committee members (barring 1) had disputes with the 2 women and resigned from the committee. In April 2017 when elections were due the 2 women refused to conduct the same. 35 members followed up the matter with the Deputy Registrar(DR). DR issued show cause notice under 77 (A), but later appointed the same women as care taking committee. After again rigourous follow up with the DR he appointed an independant administrator, but within 1 month he reappointed the old committee - this time as the Board of Administrators. The reason sighted was humanitarian grounds and period given was 45 days. Now today even after the lapse of 95 days, he is not ready to reappoint the administrator. What should be the course of action for 35 members
