promotion of juniors in Govt service on basis of qualification

Sir, I was selected through UPSC to the post of Training Officer under Ministry of Skill Development & Entrepreneurship,Govt. of India. Qualification required for this post was degree in engineering plus 02 year experience or Diploma in Engg. plus 05 years exp. I am diploma in Engg. with 18 year of Experience. Promotion to the post of Asstt. Director was being given only on the basis of Seniority by our deptt irrespective of qualification. All T.O.s have different qualification of diploma in engg or degree in enggs. Now our department changed RR in 2017 and inserted clause that for promotion category ( From T.O. to Asstt. Director) 60% post will be filled by degree holder and 40% by other qualification. In this way my junior who have degree in engg will get promotion prior to me. When I was selected through UPSC, I had competition with degree holders and defeated them. UPSC and My deptt treated me at par with degree, we have common seniority list, then how they can promote my junior

It's a matter of Principle Of Natural Justice where in such a case you should file a writ petition before High Court where you may get justice for more clarity you may contact us then I will elaborate properly about your case.
