Private Colleges Not Accepting Phd Transfers

Dear Sir/Mam My Wife is pursuing phd from Bahra University Shimla Hills. She is planning to transfer her phd from Bahra Univ Shimla to Amity Uni Noida As per the law made by Smriti Irani for phd transfers, Women can transfer phd at any time, if she got married. Now, Amity University and few other universities are not accepting phd transfers. I want to know, can We file a legal case against Amity Univ or any other univ which is not accepting phd transfers ? Regards
Yes as per the law or direction issued by Smriti Irani you can file a writ in High Court of competent jurisdiction for issuing a writ of mandamus by making both the University as party to that writ petition and the court shall give direction for admission in view of the law as stated by you....Regards.
