Papers searching related queries while Purchasing Flat

I have booked a flat in kolkata which comes under Bidhannagar Municipal corporation and found some discrepancy in the Building sanctioned plan paper and same has been conveyed to Promoter also. But The promoter is saying that the project is already HIRA approved so it is not possible that any problem can exist with the flat papers as they give this approval only after verifying all the papers. Does having HIRA registration no. really certify that all the flat papers are clear?
it is better the person may check if there are any encumbrances in the property which may lead to serious trouble in the near future for the person who is investing his or her hard earned money so it is better to have it rechecked by themselves without informing the other party and in the meanwhile to keep the entire process by keeping it on hold by giving an excuse and not act instantly to the pressures and unreasonable demands of a promoter end of day one would earn without having ethical feeling and other with just emotional feelings
