Options for person residing abroad to be present for hearing in India

my brother was cheated by travel agency by promising to get job in australia, he ailed to do so, my brother and some of his friends joined together and complained against the travel agency, after some days that agency people called my brother and his friends to speak about this issue, my brother and his friends went his house there agency people behaved very rude and complained at police my brother and his friends were attacked him , later both party compromise with each other , so my brother get back his complaint, but agency people ailed to get back their complaint , now my brother and that agency person also went abroad for work , now police calling my brother to appear in the court for this case, now he is in abroad , should he come to india? or any other choices are there to handle this case without my brother's presence kindly advice
