My neighbor putting water Tank in front of my property

Dear Sir /Madam My neighbor forcefully putting water Tank of 1000 litre in front of my property,and we are trying to close it out this matter mutually but neighbor are not ready for any mutual compromise,we have already complained into police station and they have taken our complaint but no action taken by police or administration person. what should be next step i have to take
