m y father buy dkt home in 2008 now it is occupied by others

My father buy a dkt home( 2 cents including with House)in 2008, later three months he has expired. Now is it is occupied by others nearly 1 cent. Even seller not responding to us. Please give me a good suggeston sir.
as far as DKT is concerned the land given to poor/low poverty people for cultivating purpose on application to the government. The transfer of dkt land is concerned it is illegal to transfer. one cannot buy the dkt land issued by the government.
