Legal Advice regarding applicability of Supreme court case judgement

I am A.Vijaya Lakshmi, Maths teacher in APSWR schools. In relation to a claim from my employer regarding recovery of excess payment, I quoted “State Of Punjab & Ors vs Rafiq Masih (White Washer)" judgement for requesting that recovery is not tenable in my case. They accepted that this judgement is valid in my case but they are hesitating to implement, showing the reason that there is no specific GO or Office Memo from AP Government regarding applicability of this case law for our concerned departments even though Supreme court has given this judgement. I explained that Supreme Court case judgement will be applicable to all governments but they are not ready to accept and are asking for a paper that says this case law will be applicable for departments of Andhra Pradesh which I didn’t find. So I am seeking your help to advise me regarding the applicability of the same.
