Hi, As my sister buyed a land on 2007, payed ful amount and land GPA holder given only GPA documents in that they had mention full and final settlement done after that my sister not registered the property, from there we not able to contact that person , Kindly suggest in this issue how do we take it forward...

Is it registered or notorized GPA, first apply Encumbrance certificate from the authorities and see in whose name it stands. If it's still in the name of the person given GPA, go to the municipal authorities transfer Katha into you name. Then go to the site/enter into it & start constructing it with approved plan/permission etc.
