Is succession necessary for receiving payment from government

I am from assam. My father was a Public Health Engineering Department contractor and he died on 19th jan'18. My father has to get outstanding bills from nearly about 2012. Govt. pays the bill amount in parts. So in this case is succession certificate necessary to get the payment from office? The bill value is different and the cheque amount is different becouse VAT charges are deducted from it, so in this case, is succession mandatory? If suppose succession is mandatory then succession will be issued on the amount of bill value or cheque value? My mother will be collect the money on behalf of him.
I think succession certificate may not be necessary. Please visit the office of the payment disbursement authority of PHE, i.e. the office from where your father received payments. They might have a form of death claim to be filled up. They'll tell you as to what documents are necessary. Until they ask you to produce succession certificate, i think you need not produce succession certificate. And do carry your father's death certificate and any document showing his linkage with your mother with you whenever you visit the disbursement authority.
