How to take action against training institute for service deficiency?

A delhi based GMAT training institute (Online mode) is not providing study materials for IR and AWA, but rather they showed me attitude and trying to blame me for everything. I paid full amount 17,999/- on 1 may 2017 in admission. I have copy of email communication I had with institute so far as evidence and now irony is that they stopped communicating me and not providing study material and made a lot of delays. I don't know what to do against institute's callous attitude?
IN THIS case you can file a complaint in the consumer court stating your concerns. Such act comes under the category of deficiency of services on the part of service provider .You can claim compensation for your loss as well as mental agony.
