How to establish the validity of a technical degree

Whether a degree of a private institute is valid if a technical course is not approved at the time of admission or entry into the course but got an approval subsequently from AICTE before the completion of the course?
The approval accorded by the AICTE is not a blanket approval.A number of conditions precedents and conditions to be fulfilled within a given time line are to be adhered to by the concerned Institute failing which approval is withdrawn .A student has the right to obtain approval reference number from the institute and verify the conditionalities of the referred approval from the website of AICTE.Whether the approval has prospective effect or retrospective effect that can also be found in the website postings.
