Section 143 of the Uttar Pradesh Zamindari Abolition and Land Reforms Act, 1950, allows for the change of land use from agricultural to non-agricultural purposes in certain circumstances. However, the transfer of Harijan Bhumi land to members of other communities, including OBCs, would still be subject to the relevant laws and policies governing the allocation and transfer of such land.
As mentioned earlier, the allocation and transfer of land for the benefit of Scheduled Castes (SCs), Scheduled Tribes (STs) are governed by various laws and policies, including the Constitution of India, the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, and various state-level laws and policies.
While Section 143 of the UP Zamindari Abolition and Land Reforms Act, 1950, may allow for the change of land use, it is unlikely that it would override the provisions of these other laws and policies that govern the transfer of Harijan Bhumi land to members of other communities.

Now the section has been revised in Revenue code. Moreover it is advised to contact for further clarification. However​ collector will declare the agricultural land to non-agricultural land.
