You can give notice to the other party to stop the nuisance. If the opponent doesvno refrain then you can file a civil suit for private nuisance. You can ask for permanent injunction and claim for damages if any.

Dear

Firstly does he have a comercial license to run the floor mill at a residential property? if not then you can file a civil suit against him in the city civil court.

Secondly you may approach/visit or write a letter to the municipal heath department stating that such health hazards are getting caused due to the flour mill so that the concerned department can direct the owner to take appropriate health concern steps.

make sure you have register a FIR against him in any of the cases.

By dialing 100, you can call the police and they will arrive at the location that you specify in your phone call. The police will arrive at the location and will ask you about the problem. They will then take action.
