Domestic nuisance by my neighbour

Hi, I live in a residential area and my neighbour is having 3cows 2 sheep's and a goat in his home, he has maintained his property very badly.... The sheep's always makes notice which makes it impossible for us to sleep. When questioned he started scolding me. What should I do? Please help
