Do the college has the right to compel their studends to pay the fees

hello... I am a student of 3rd year of BLS,LL.B. My college is not letting the students to attain the lectures or to sit in library if they haven't paid theyhe fees. It is the just start of the academic year of my college and they are not providing us the installment facility . They are compelling the students to pay while fees amount at once. So I just wanted to know that . Do the college has the right to do so ? Thankyou ,

If a college is expected to allow you the permit and access to the library or ensure that adequately qualified faculty deliver lectures. Then the college has a legitimate right of procuring fees for the resources and services.
There can't be a free of charge service to you unless there is a specific agreement between you and the college. The college has every right to ask you to pay fees, further it can also not allow you to fill examination form required to appear in exams.
