College Refused To Return My Original Documents Post Admission Cancel

I got admission in BSc CS Ferguson college in the academic year 2017-18.At the time of admission, I submitted my migration certificate (from CBSE) , transfer certificate to the college for verification process.I couldnt attend college due to medical reasons following which I cancelled my admission in june.Upon cancellation, a TC from fegusson was given but my original documents were not returned but in 2018-19 I got admission in BCA in rajasthan university and they admitted me on the basis of class 12th and are asking for my original class 12 documents but fegusson has refused to return them to me.
send legal notice to the university concerned and fergusan college. file writ petition before high court seeking mandamus writ for obtaining the original documents. please note before approaching high court you have to give a legal notice or demand of Justice notice
