Claim from government is succession certificate required

A person was a PHED contractor and after his death if he is to get pending bill amount from govt, then is succession certificate necesary? The bills are not gonna be paid at one time. The govt pays the bill in parts at different time of years. So in this case is it possible to make a succession certificate?
You have not mentioned as to who is going to collect the money on behalf of the deceased contractor. Is the person going to collect the amounts, the spouse, mother or child of the deceased? We need to see the terms of the contract, completion certificate and such other documents available as well. We need to also find out as to whether the department has any rules for settlement of death claim arising out of contract and whether they require succession or next of kin certificate. These things are to be considered to find out an appropriate answer to your question :)
