Certificates are not giving in the college

Sir,my certificates are given in the college ,now i want to dropout the college ,they ask four years fee ,to get certificates,please help mesir,my family is very poor,
as per UGC rules no college can withhold original certificates of a student for any purpose an the college will be penalized if they do so you can first request to return the certificates if they does not provide then you have various legal remedies available.
