Can we appeal against decision of family welfare committee

Sir We wife has lodged a false complaint of 498 A Under the DSP investigation I got clean chit as there is no dowry or cruelty involved. They referred my case to family welfare committee and they tried to settle our dispute through mediation As I was willing to keep my wife at any cost but my wife refused so mediation failed. After they committee recommend for under 498 A for demanding dowry as though there were no evidence for same. Can I file appeal against decision of family welfare committee? If yes when, where ,to whom and how? Plz explain
