Can authority increase the size of road by acquiring private property

We have 5-7 house in a location which has only 3 ft road to main road which is 200 meter away. Part A has property is all along the 3 ft road which is empty and does not have any tree or buildings in the required land for road. We have been asked for vehicle access road (10 ft) for money but the Party A has refused it. is there any possibility we could get the 10ft road for 5-7 houses.
Is this 3 feet road private or public? If private, who is the owner?
Anyhow, the Government can acquire private property for a public purpose. As such, the first step should be render the existing road a publicly used road.
