Builder demanding for separate parking slot of his choice

Dear lagal advisor, We have 36 flats in appartment. Builder has one own flat and he is asking for separate parking slot. While selling he promised that all parking slots will be allocated based on lottery/draw. Now he is demanding for separate parking slot whichever he wants. Please let me know how can we proceed further.

need to know whether he as given that promise in verbal way or in written form ,if it is in written form then we can claim parking also in a legal way,can come down to us with documents .
