Brother ran away from house 10 year ago police still not taking action

My brother went away from home more than ten years .completed, he didn't come back till now. Police complaint given in 2006.. but police no action taken.. how could file a civil suit... ..
It is not a civil case. You have to keep track and or follow up of your police complaint filed for missing of your brother. You can approach the Police Commissioner with a written missing complaint of your brother and also state the status of the complaint which you have filed long way back so that the concerned police station will take some steps for the same
