Bmc not giving me room on my name as one room already on my name

we have 2 room in chawl, 1st room was in the name of my husband from 1980 to 2003 later on he transferred to his son in 2004, accordingly BMC issued home in the name of SON - TODAY. 2nd room is in my name from starting 1993 to till date - NOW BMC is not giving 2nd room which is in my name. Reason - As one room is already allotted to Your husband hence can't give 2nd room of your name even when the structure was available prior to 2000. EVEN When you have both structures light meter separate & verified. MY QUESTION IS - Is this Right decision of BMC?? Because I Have not come across any such law . - REFERENCE - Please read 2000 POLICY Serial no. 2 Which will help to arrive at decision - & get me justice
