You question is not clear whether the BPSC was calculated on actual consumption charges or on electricity tax. The Tamil Nadu Electricity Board has no authority to levy surcharge on belated payment of electricity tax. If you have any grievance on the manner of calculating the charges you can approach the Tamil nadu electricity ombudsmen.

The surcharge is calculated in percentages of the outstanding amount. It is then added to the next bill. This charge is based on current consumption rates. If a bill in TNEB is paid past the due date, BPSC charges of approximately 1.5% are applied. This 1.5% will be added to the customer's bill.
