Accident Claim after Insurance Claim from Other Party

My 6 year old car was rammed by another car from the side of the T junction. My driver side front and rear door was fully damaged and the rear tyre bursted. We called the police office at the side of accident. In front of the police officer, the opposite party agreed to pay any excess payment apart from insurance claim and we agreed to settle amicably. No FIR was lodged.
Now the opposite party claims they are not liable to pay anything as per the Indian Traffic Law.
When the fault is completely on other party side, I would like to know who is supposed to bear the additional cost after insurance claim. What is the legal way to take it forward as I payed a hefty sum in repairing the car even after insurance claim.
First to prove your case you need to file a complaint and get it registered. Based on that you can approach the court to seek compensation from the opposite party and his insurance company will pay you. Don’t worry.
