Cheque Bounce (Loan money recovery) , Legal Notice Not delivered

I sent legal notice regarding cheque bounce to my friend address through RPAD Indian Post, I found tracking status saying "Not Delivered Addressee cannot be located" what happens if my post is not delivered to the payee. What happens if he denied to take the post at the time of delivery. Can i send legal notice through whats app is it considered in court?
sure you can send notice through WhatsApp or email but you should file a complaint un NI act in time, as far as complaint is NI act is concerned it should be followed strict time period for notice and for filing complaint as well
