What to do in case of cheating by bank

I have home loan from icici bank in 2004. In 2006 ICICI bank misplaced my cheque(PDC ) After that, this rude process of recovery, threat of legal action , bank has deliberately tortured me mentally socially and economically. applicant has submitted all the incidents before District consumer forum who has punished bank in year 2009. Revenge of this , by keeping intention of personal ego bank has recovered the installment at Rate Of Interest from 11.25 %To 15.85%. presently icici bank is not under RTI 2005 and bank isn't take proper reply to me. bank ask me we are right and bank recover actual rate of interest.
If such act/action of bank is/are subsequent to the passing of order by learned District Consumer Forum than you have fresh cause of action against bank as such you can file fresh compaint before the District Consumer Disputes Redressal Forum narrating there in all the facts and circumstances.

(2.) आप द्वारा लोन लेते समय बैंक से जो संविदा (Agreement) की गई थी ब्याज दर उन दरों पर लागू होगी की बैंक द्वारा जो लोन दिया गया था वह बेसिक रेट (Basic Rate) / फ्लोटिंग रेट( Flotting Rate) पर था इस हेतु बैंक लोन एग्रीमेंट एक महत्वपूर्ण दस्तावेज है अगर लोन फ्लोटिंग रेट पर दिया गया था तो बैंक उस एग्रीमेंट अनुसार ब्याज दर चार्ज कर सकेगा यदि एग्रीमेंट बेसिक रेट पर था तो आपका पक्ष मजबूत हैं इस हेतु आप जिला उपभोक्ता विवाद प्रतितोषण मंच में सहायता पा सकते हैं
