Re-settlement of fully paid settlement case

I had a SBI credit card in 2002. As I was financially weak I couldn’t maintain the card. It was closed by the bank in 2005. The bank ask me to pay the amount due on the card which I wasn’t able to do so. There were frequent calls to make the payment so I accept to settle the amount due. The settlement amount was set to INR 22’000. My financial situation was critical at the time so I couldn’t make a one-time upfront payment. I made multiple partial payment and cleared the entire amount in 2007. On the last receipt, the official dealing my case wrote that I have made the full payment and signed off. He told me that I will get my NOC within the next couple of days. But as days pass nothing came to me so I called on the prescribe number but they told me that it is under process and I will eventually get it and not to worry.
