Pension Amount Hold in my Bank Account Every Month

I am a widow getting family pension of Rs. 21000 monthly. The bank Manager holds amount every month in my account stating the reason of my Son's Education Loan. Because of this hold I am unable to pay my Pension Loan EMI and Monthly expenses including my Medical expenses. Every month he hold my Pension Amount and never ask my sons who took the loan. This holding issue never happen in my past years as this particular manager is doing like this once he took charge. I went to the bank manager regarding this but he told will do like this only go and complaint anywhere I will hold your pension amount only if your sons will not pay their education loan. If my pension amount was given me after my pension loan deduction it will be helpful for my medical expenses as I am out of money and full of debt because of this manager. In the education loan around 2 lakhs for 2.5 Lakhs loan is already paid even though he is doing like this.
