OBC creamy and non creamy layer difference

Does son or daughter of group c employees either in state government or in Central government come in OBC creamy layer or non creamy layer. My father is a primary school teacher, so I belong to creamy layer or non creamy layer?
In the case of reservation of obc quotas the creamy layer and normal obc got the same benefit but if some clause define that cramy layer not allowed then it would be the problem so in ur case if the quota is not specified then u will get the benefit.
