How can I recover extra amount paid as interest in ex manager's tenure

we took rs 2 lakh loan through kisan credit card in oct 16 from sbi bank. in kisan credit card scheme we have to pay 7%intrest rate and after that bank will return 3% of intrest as subsidy.but in jun17 bank charged 14%intrest.when we spoke with branch manager about this he said that it our system fault you have to pay 14% intrest and after that you will get money which you are paying extra.but till now we didn't get any money in my account.now manager of that branch is changed and new manager is not ready to help us.and he is also saying that he is new in this branch.now what can do?. please suggest me some way to get our money back which we paid extra.

if you had been to deposited money twice (jun & Dec.) a year.than you able to will return 3% of interest as subsidy.you claim to proper court for return 3% of interest as subsidy .if you cannot deposited money twice (jun & Dec.) you could not getting subsidy .
