Finance company not providing a duplicate of missing NOC

I have bought used bike from consulting office 1 year ago. And I got all documents from him. Finance clearance NOC too. After few months I have missed stolen my Bike noc paper. I have asked from finance company to give me copy xerox noc. For cancelling hp removing from rc book so they r not giving duplicate noc what can i do?
If you have completed in repaying your EMIs and with that proof you can initiate action against the Finance company under the Consumer Protection Law and also you can initiate action under Criminal Laws too.
