Exemplary Damage against Bank for blackmailing by the Bank

Which forum slape the exemplary damage on the bank, is it Banking ombudsman or the consumer court (district forum)?
At which forum we should initiate the legal proceedings against the bank. I mean do we have to approach the banking ombudsman first before going to the consumer court.
Totally depends on the nature and scope of grievance faced by you. If it is less serious, an ombudsman complaint would be sufficient. If the matter is serious, a direct approach to the Court/Tribunal would be advisable. Further and better particulars are needed for an effective opinion.
