Credit Card Fraud what to do in this thing

One guy has used my ID Card copies to get credit card from two Banks. This has caused my CIBIL rating and mental agony. I raised the complaint with the Banks customer care and nodal officers. without getting a satisfied response, i went to ombudsman and consumer court. These two bodies are saying that they cannot take it up as this comes under fraud/cheating. There is still the criminal at loose and the banking flaw wide open. Is there any system/law which could bring the criminals who did these to law and to punish them. Is there any way to restore my CIBIL and to give me adequate compensation for the damage they have caused to me

Very well you can file a criminal complaint and you can raise up a criminal case against the person who had committed cheating on you by misusing your ID Card's copy.Also, you must know that the Banks which were issued Credit Cards to the fraudulent man also committed a grave mistake that they issued it with out proper verification, hence they are also guilty in this case.
