Cheated by lending money to known person

I gave money to known persons by getting 20 rupees bond and blank cheque as evidence. Now he is refusing to pay it. Can I claim legally. How to.. Please advice.
Dear client, I understood your situation, firat we will deposit the cheque and wait for the clearance and it is bounced thereafter we will send the legal notice to them and then wait for 15 days after that we will file a criminal or civil (money suit)case against them under sec. NI act. for further it will minimum two years process before the court details please call. thanks

is it go legally first by giving notice and gift after the legal notice that person is not responding then you can file the case for money and the limitation period is 3 years should not wait a long period to file a case
