Can police close can on their own? What are their powers?

can police close the case(FIR) when parties have already started their financial dispute personally on 420 ipc
Police can not close the case even though the complainant and accused have compromised. The accused has to approach high court with a prayer to quash the FIR stating that the parties have sorted their differences.

If FIR is registered then Police have no power to close it without Court's permission. Max to max they can delay it for years, but cant close it.
Section 420 of Indian Penal Code is Cognizable, non bailable and Compoundable with permission of Court.
