Can a CA certify bank statement for filing a suit against bank

Can anyone approach directly for matter dealing with more than 20 Lacs to state consumer forum. Is it mandatory to approach banking ombudsman prior to approach consumer forum. Can a chartered accountant certify a bank account statement for its discrepancies. Will it be a valid proof in the court?
Sure once can approach the forum. As for CA certification, it is not clear what exactly you implying here? A bank statement signed by the bank is good enough as evidence. Any defect in the same will have to be proved with proper documentary evidence.

yes offcourse you can move directly to consumer forum instead of approach banking ombudsman first.But while moving to court you have to be ready with solid prooof against banks for what you are going to alegate the bank.
