Bank rejected my request-PM awas yojan without proper justification

I have applied for the PM Awas Yojan(Subsidy) in Bank under Category MIG1, they have just mention "Unfortunately as per the bank policy,certain criteria were not met and hence your loan subsidy was rejected " I have applied after reading all the eligibility they accepted the documents too which i provided. I need to Legally question them , Pls advise how to proceed.
You may apply under the RTI Act for getting a copy of the bank's internal note put up for examining the eligibility of your claim. You may also ascertain from the bank under RTI Act what eligibility criterion you did not satisfy.
