bank is delaying the disbursement of home loan installment

sir i am having composite home loan from dhfl haldwani . i had already recieved the first two installments of my loan , but now the company is delaying the remaining two installments of my loan. all the technical procedures required before disbursement had already been done, but the disbursement had been put on hold reason stating the financial crunch in the company.
due to the delay of 3 months in the disbursement of my loan amount had affected my financial condition too. so i just want to know that can i file a case regarding the same in consumer court. and do i have to file the case in haldwani only or can i file it in durgapur west bengal also as i am doing job in west bengal .
